Since FBI (and CIA) had Tsarnaev brothers under surveillance for 2 YEARS (and even asked older brother to be informant), WHY did FBI hold Press Conference showing huge placards of the 2 brothers, ASKING THE PUBLIC FOR HELP IDENTIFYING THEM?
